SB 89 Cleaning Supplies Funds for Crystal Providers
Thank you for your commitment to providing child care services for essential workers during this time of crisis. Crystal Stairs and the rest of our community applaud the important and tireless work you perform each and every day.
Crystal Stairs’ Resource and Referral (R&R) program has been allocated funds from the California Department of Education (CDE), earmarked for cleaning supplies to support child care providers who are serving children of essential workers, at-risk populations, and children with disabilities or special health care needs. To be eligible:
- You must be in the Crystal Stairs R&R service area,
- Currently open or intend to re-open during the COVID emergency,
- A licensed provider, license-exempt center, or a home-based provider.

Per CDE regulations, child care providers can request to receive payment directly to purchase supplies on your own or choose to obtain available supplies from the R&R agencies. Providers may also request to use a combination of the two options.
Please note that requesting direct payment will be the fastest option due to the significant delays Crystal Stairs, like other large businesses, are experiencing when ordering cleaning supplies due to the lack of bulk supply availability.
Award of funding will be on a first-come, first-serve basis, allocated based on the capacity of the child care provider. For licensed providers, it’s based on the licensed capacity. For license-exempt providers, it’s based on the total number of children served by the provider at any one time.
To apply for these funds or receive supplies directly, eligible child care providers should:
- Apply as soon as possible.
- Complete the self-certification letter by clicking here.
- Upon completion and verification of the self-certification letter, payment will be processed within two to three weeks.

COVID-19 Emergency Provider Payment Guidance and Frequently Asked Questions
On March 18, 2020, the California Department of Education (CDE), Early Learning and Care Division issued Management Bulletin 20-04, and the County of Los Angeles issued emergency guidance regarding attendance and provider reimbursement during the current COVID-19 state emergency. The guidance is not a permanent change to statute and regulations. The guidance is applicable until June 30, 2020, unless it is rescinded sooner by the CDE.
